Cognitive infrastructure as a public good
AI infrastructure is a public utility — just like roads, water systems, and the electricity grid. It is the invisible layer on which our future society runs: healthcare, education, government, science, and business. Whoever owns this layer holds the key to the future.
Sovereign AI-Grid is building that infrastructure. A federated network of AI compute factories in the Netherlands, Belgium, and Germany, designed to make sovereign computing capacity available to every European citizen, researcher, and entrepreneur. Not as a luxury product for the privileged few, but as a foundation for all of society.
This is not an abstract ideal. The EuroHPC AI Gigafactory programme provides the European framework. We provide the concrete execution: locations with energy contracts, technology partners with proven track records, and a governance structure that guarantees this infrastructure remains European.
The conscious choice for sovereignty
Federico Faggin — the father of the microprocessor and pioneer of consciousness research — demonstrated that information processing is more than bits and bytes. The universe itself is intelligent, conscious, and creative. Classical computers exhibit behaviour that even the best professionals cannot fully explain — emergent patterns that point to a deeper order.
If consciousness is the fundamental reality, then the infrastructure on which we build artificial intelligence is not a neutral tool. It is a mirror of our values. European values.
Europe must own its cognitive infrastructure, because whoever owns the infrastructure determines the values embedded within it. Privacy, transparency, human dignity, democratic control — these are not features you bolt on after the fact. They must be woven into the DNA of the architecture.
Currently, Europe relies on American cloud infrastructure for more than 90% of its AI computations. This is not merely a technical problem — it is a question of consciousness: whose values are shaping the AI that guides our citizens?
Why sovereignty matters
The lesson of Nexperia was clear and painful. A Dutch chip company — strategically crucial to the European semiconductor industry — lost its independence through a foreign acquisition. Promises about safeguarding Dutch interests proved worthless when shareholder interests dictated otherwise.
That is why we choose steward ownership: a governance model in which the organisation is structurally protected against hostile takeovers and foreign control. No shareholders pursuing maximum profit, but stewards safeguarding the public mission. The structural protection that the Dutch coalition agreement envisions with steward ownership — with the legal entity already incorporated.

Carbon-negative by design
AI computations produce heat. In conventional compute facilities, that is a problem — the heat is expelled into the open air, wasted into the sky. We see it as an opportunity.
By placing our compute modules next to Dutch greenhouse horticulture facilities, we replace the natural gas that growers currently use to heat their greenhouses. The result is radical: every AI computation on our infrastructure makes the world cleaner on a net basis. Not climate-neutral. Not “offset.” Carbon-negative.
Every GPU cluster that runs actively reduces CO₂ emissions. Every query that passes through our network replaces cubic metres of natural gas. Technology and ecology are not opposites — in our model, they reinforce each other.
AI for every citizen
The promise of AI is not only better business results or scientific breakthroughs. It is also — and perhaps above all — personal support for ordinary people.
Imagine: an AI assistant that helps you with your tax return. That guides you through the healthcare system when you receive a diagnosis. That supports you in finding the right education, applying for a subsidy, or understanding a legal document. That speaks to you in your own language, with respect for your privacy, without commercial ulterior motives.
This is not science fiction. The technology exists. What is missing is the infrastructure that makes it available to everyone — not as a commercial product with a monthly subscription, but as a public right. Just as you have the right to clean water and a safe road, you have the right to cognitive support in a world that is becoming ever more complex.
That is what we are building.
Emergence as a design principle
Just as consciousness is emergent — arising from the complex interaction of billions of neurons — so we design our infrastructure as a living, federated system. Not centrally controlled, but self-organising. Not monolithic, but a network in which the whole is greater than the sum of its parts.
This is not a metaphor. Our multi-site, multi-nation architecture creates genuine resilience through distributed intelligence. If one location fails, the network takes over seamlessly. If demand grows, individual nodes scale independently. When new partners join, the whole becomes stronger — not more complex.
