About Sovereign AI-Grid

We build the cognitive infrastructure of Europe — sovereign, sustainable, and as a public utility.

Who we are

Sovereign AI-Grid is a European consortium laying the foundation for a federated network of AI compute factories in the Netherlands, Belgium, and Germany. We unite specialised organisations with a shared conviction: that AI infrastructure should be a public utility.

Our federated network connects operational sites across three countries, with structural long-term energy contracts and proven technology. Not plans on paper, but concrete steps toward digital sovereignty.

Mission

“To give every European citizen and institution access to sovereign, ethically governed AI infrastructure — as a public good, not a commercial product.”

The EuroHPC AI Gigafactory Programme

Sovereign AI-Grid operates within the framework of the European EuroHPC AI Gigafactory programme. This programme, established under Article 12b of the EuroHPC Regulation, enables the realisation of multi-site, multi-country AI infrastructure with European co-financing for the first time.

We are the first consortium to implement this regulation not as a paper construct, but with operational sites, long-term energy contracts, and a proven governance architecture. Three countries, one network, one mission.

Steward ownership

We do not offer promises about European ownership. We offer legal guarantees. Sovereign AI-Grid deliberately chooses steward ownership: a governance model in which the organisation structurally cannot be sold to foreign parties.

The lesson of Nexperia — a Dutch chip company that lost its strategic position through a foreign acquisition — was crystal clear: promises are not enough. Structure is. No shareholders, but stewards. The structural protection that the Dutch coalition agreement envisions with steward ownership.

This model guarantees that the infrastructure remains in European hands forever — regardless of market pressure, geopolitical shifts, or future governance changes.

Carbon-negative operations

AI computations produce heat. In conventional compute centres, that is a problem — the heat is expelled into the outside air. We see it as a solution.

By placing our compute modules next to Dutch greenhouse horticulture, we replace the natural gas that growers currently use to heat their greenhouses. The residual heat from AI is directly reused. Every computation on our infrastructure makes the world net cleaner — not climate-neutral, but carbon-negative.

The consortium

Sovereign AI-Grid is not a solo project. It is a consortium of specialised organisations, each with proven expertise in their domain. From energy supply to hardware supply chain, from modular compute infrastructure to governance architecture.

Together we bring everything needed to realise sovereign AI infrastructure at European scale. Learn more about our partners on the consortium page.
